This debate can finally be settled as fans have deciphered the scouter language just days ago.
A couple of days ago, the redditor SummerFlux, was able to successfully decipher the scouter language appearing in Dragon Ball Super: Broly. Even since fans have been using his deciphered alphabet to uncover the meaning behind various scenes and scouter readings. According to several fans, by applying the necessary decryption, goku Saiyan Saga power level officially stands out to be 8,618.

This isn’t the first time fans have attempted to reveal Dragon Ball Z’s power level readouts. In fact, the only reason this has sparked new debates is due to the 30th anniversary of the series. Fans have been scurrying back to rewatch the series out of nostalgia and in the process, they got to use the newly deciphered scouter language.
None of the findings so far are official and as such, there has been a lot of debate on the accuracy of the scouter translations. As a matter of fact, SummerFlux himself pointed out that the scouter language in Dragon Ball Super is different from the language found in DragonBall Z. So, it’s hard for many fans to trust these power level readings for Key Characters such as Goku and Gohan.
In the end, Power levels have never had any meaning behind them. They have been used to spice up and add drama to a scene. Most of the readings have almost always lost meaning when the character powers up. One fan on Reddit points this out by saying:
“My favorite thing about power levels in Dragon Ball Z is that the entire point was supposed to be that in the end the numbers cannot be trusted, hence why the numbers stop appearing and constantly bite the antagonists in the butt, but a huge chunk of the fan base latched onto them and puts WAY too much stock in them and just doesn’t get the point”
